		The Uptown Neighborhood Uptown Port Townsend began to develop in the 1860's and 1870's on the bluff above the bustling commercial district that had grown up along the waterfront. The town fathers and early successful merchants and sea captains bought land on the bluff and built houses for their families. Eventually, a small commercial district was established to serve the new neighborhood.
